It can be shown that the max force at the rear wheel occurs when the engine is running at the max power RPM (~8000 on the GTS IIRC). If you are running above or below that RPM you are not going to accelerate as much as you could. With the upgear you don't max out the variator till about 80mph, allowing you to extend the speeds that you can apply max force at the rear wheel. Went back and looked, the clutch is active from 0-19mph with the stock GTS gearing, 0-21mph with the upgear.
